Municipal Building Commission and City of Minneapolis Government Center Phase 1-3

MBC and City of Minneapolis Government Center Phase 1-3 Project Details:

In 2019, our team was selected as the owner’s representative for the MBC and the City of Minneapolis Government Center projects where they partnered on the last stages of mechanical/electrical and life safety renovations across various city office areas.

The work was completed in the following phases:

  • Phase 1 included mechanical/life safety work and improvements to city offices, primarily on the ground floor.
  • Phase 2 included mechanical/life safety work and improvements to city offices, primarily on the first and second floors.
  • Phase 3 included mechanical/life safety work and improvements to city offices on the third floor, the third-floor mezzanine, and miscellaneous areas on other floors.

Phase 3 was split into three phases:

  • Phase 3A included city office improvements on the first floor.
  • Phase 3B included city office improvements, primarily on the ground floor and sub-basement.
  • Phase 3C included mechanical/life safety work and city office improvements for the third floor and third-floor mezzanine, with a few areas on other floors.

Amid design for Phase 3C, the city’s government structure changed, impacting budget and schedule. We provided pre-construction services for all phases and construction services for Phases 1 through 3B.

ICS assisted the Owner with hiring the architects and other consultants and with construction bidding and/or best value RFPs. We provided full-time, on-site representation to monitor contractor progress, assist the architect with quality control and timely communications, and act as liaison between various parties. We also developed and processed contracts and amendments, evaluated change order requests, reviewed contractor applications for payments and consultant contracts, tracked critical issues, and completed close-out documentation.
