Municipal Building Commission and The City of Minneapolis Tenant Improvements Project Details:
As a historic, fully occupied civic building, the Minneapolis City Hall and Hennepin County Courthouse faced a critical need to modernize aging mechanical and life-safety systems while accommodating ongoing operations and future city space needs. These improvements were planned as a multi-phase project across multiple floors. In partnership with both the Municipal Building Commission and the City of Minneapolis, ICS was selected as the owner’s representative for this work in 2019.
The work was completed in three phases:
- Phase 1 included mechanical and life safety work and improvements to city offices, primarily on the ground floor.
- Phase 2 included mechanical and life safety work and improvements to city offices, primarily on the first and second floors.
- Phase 3 included mechanical and life safety work and improvements to city offices on the third floor, third floor mezzanine, and miscellaneous areas on other floors.
Phase 3 was split into three phases:
- Phase 3A included city office improvements on the first floor.
- Phase 3B included city office improvements primarily on the ground floor and sub-basement.
- Phase 3C included mechanical and life safety work and city office improvements on the third floor, third floor mezzanine, and miscellaneous areas on other floors.
ICS provided pre-construction and comprehensive construction services across all phases, including:
- Assisting the Owner by hiring the architects and other consultants, and with construction bidding and/or best value RFPs.
- Providing full-time, on-site representation to monitor contractor progress, assist the architect with quality control and timely communications, and act as a liaison between various parties.
- Developing and processing contracts and amendments, evaluating change order requests, reviewing contractor applications for payments and consultant contracts, tracking critical issues, and completing close-out documentation.
