Hubbard County Law Enforcement Center

Hubbard County Law Enforcement Center Project Details:

Following a comprehensive countywide facility assessment, Hubbard County partnered with ICS to provide construction management services for a multi-facility public safety and government modernization effort. The project includes the expansion of the Hubbard County Jail, renovations to the Law Enforcement Center (LEC), and targeted improvements to the Government Center to enhance safety, efficiency, and long-term operational flexibility. 

Across all facilities, the improvements will be designed to support the safe and secure movement of inmates, staff, and the public while providing updated, functional spaces that meet current standards and prepare the county for future needs.

 

Law Enforcement Center Improvements 

The Law Enforcement Center renovations focus on improving operational efficiency, safety, and staff working conditions. Key elements include: 

  • Expansion of the existing intake area to better accommodate current operational demands 
  • Construction of a 15,000-square-foot addition to serve as an expanded sally port and secure vehicle garage for emergency and sheriff’s department vehicles, improving response times and circulation 
  • New space on the east side of the facility to create:  
    • A secure public lobby and controlled-entry vestibule 
    • Administrative offices and records management areas 
    • Officer workstations 
    • A relocated and modernized dispatch area to improve functionality and support staff recruitment and retention 
  • Renovation of existing interior spaces to support training rooms and staff offices

Jail Expansion 

Renovations to the existing jail focus on increased flexibility, separation, and safety within the housing units. Scope highlights include: 

  • Renovation of existing housing pods to allow greater flexibility in bed use and inmate separation 
  • Creation of new day room spaces to support education, orientation, and programming 
  • New security guardrail system at the mezzanine housing pods to enhance safety and functionality 
  • Upgrades to fixtures, controls, and safety measures throughout housing areas 
  • Complete upgrade throughout the secured area to the detention CCTV camera system

Government Center Renovations 

Improvements to the Government Center are designed to enhance collaboration, accessibility, and operational efficiency. Work includes: 

  • First-floor renovations to accommodate the County Attorney’s Office and Auditor’s Office 
  • Second-floor office upgrades to promote collaboration and improve staff workflows 
  • 36,700 SF (15,000 SF Addition | 21,700 SF Renovations)
  • Anticipated Fall 2027 (Multiple Phases)
