Mountain View School District

Midway between the urban centers of Scranton, Pennsylvania, and Binghamton, New York, sits the Mountain View School District (MVSC). This rural community case study will take a look at how MVSC and ICS Consulting worked together to solve most of the District’s facility problems. This District covers approximately 195 square miles and their campus is on top of a mountain. It’s home to over 1,000 students attending a K-6 elementary school and a 7-12 high school.

In 2018, the Mountain View School District faced several challenges with their facilities. They needed to update a failing boiler plant and an outdated sewer plant. Their costs for HVAC deferred maintenance were adding up. They experienced parking and site drainage issues, limited outdoor storage space, and unmet safety and security needs. Increasing energy costs meant an even tighter budget while continuing to provide quality education. All improvements to address these facility-related needs would have to be completed without interrupting normal school operations.

Mountain View School District Case Study

ICS Consulting worked with the District’s Energy Service Company (ESCO) partner and the District’s administration to find the most efficient, economical, and sustainable solutions for the District. The long list of needs was prioritized into a fiscally responsible program. ICS designed and oversaw the implementation of all the HVAC priority items. Our team designed a new boiler plant in the high school and new HVAC systems in both the high school and elementary school. Additionally, we redesigned entrances to increase security and student safety. The parking area was refurbished to solve drainage issues. ICS also developed, designed, and built a cost-effective outdoor storage solution.

The total project cost came in at $8.5 Million. Using a combination of debt restructuring and energy and operational savings. This project was budget-neutral with no impact to the District’s PA Act 1 index limitation. ICS seamlessly implemented it over the summer months – from mid-May 2018 to September 1, 2018 – completing everything on time and within the project budget.
